5月13日，欧盟中国商会发布关于欧委会撤销《外国补贴条例》项下对隆基和上海电气深度调查的答记者问。    Ranveer Singh and Deepika Padukone once again became the internet’s favourite couple after a new reel posted by social media personality Orhan Awatramani, popularly known as Orry. The romantic gesture caught the attention of many fans. Additionally, fans made fun of Deepika's hand placement by comparing it to Orry's signature "Orry pose."     Another film from the after-party showed Ranveer lighting up the dance floor with his characteristic intensity. His family joined him as he joyfully danced to the title tune of his new action film, Dhurandhar. 欧盟中国商会：我们注意到隆基德国公司和当地企业联合体、上海电气英国公司及香港公司联合体退出罗马尼亚光伏园的公共采购投标，以及欧委会13日官布撤销在《外国补贴条例》（FSR）项下对两家联合体深度调查的声明。

商会指出，中企撤出相关光伏园建设的公共投标实属无奈之举。罗马尼亚项目预计将产生巨大社会效益，包括生产绿电和创造当地就业机会，这与罗马尼亚政府能源转型目标相一致的；而欧委会在相关调查中不公正、不透明和涉嫌歧视性执法，使受影响的中企不得不遵从这一现实，撤出公共采购投标，这不仅给中企带来巨大的损失，也阻碍了欧方及欧盟成员国自身的绿色转型过程，凸显了欧委会滥用FSR调查所带来的不良后果——自身营商环境受损、欧盟绿色转型受阻及损失有竞争力的竞标中企的三输局面。

欧盟中国商会再次对欧委会在FSR下“选择性”信息披露和涉嫌对中企歧视性执法表达关切。商会指出，在同一个罗马尼亚光伏园建设招标中，其他非欧盟实体参与相同招标过程并未受到类似调查，这种选择性执法引发对欧方公平性、客观性和一致性的质疑，欧方举动也将对中企在欧声誉和竞争力产生不利影响。

欧盟中国商会指出，“外国财政贡献”并不等于“外国补贴”，欧委会未能就“外国财政贡献”如何给特定企业或行业带来特定利益提供足够理由或解释，引发各方对调查过程公平性和透明性的担忧。

此外，欧盟中国商会还对欧委会在调查中对中企提出过分宽泛的信息收集要求和潜在的敏感商业数据披露表达关切。

三 | 商会再次重申，欧委会相关的外国补贴调查应将信息收集要求限制在直接参与公共采购招标及其相关活动的实体上，而不是扩大到其母公司和附属公司。

欧盟中国商会强调，企业承担非常庞杂的举证工作，且欧方未给予企业充足时间准备材料，给中企合规工作带来后大挑战与障碍。商会还认为，相关FSR深度调查或涉嫌违反世界贸易组织（WTO）有关规定，呼吁欧方重新评估其执法，确保符合国际贸易规则和对所有涉及方的公平待遇。

欧盟中国商会再次呼吁，欧盟机构在FSR执法中应遵守市场开放和公平竞争原则，避免对外国企业造成歧视，防止出现新扭曲。与此同时，由于FSR极大增加中企在欧发展的不确定性，引发各方对欧盟不断升级的保护主义倾向和滥用政策工具的深切担忧，商会强烈呼吁欧方立即重新评估FSR实施及其对欧盟投资和公共采购领域的不利影响。

商会敦促欧盟客观看待中企对欧洲绿色转型和社会发展的贡献，并确保为中企提供公平、公正、透明和非歧视的经营环境。
