A |     JERUSALEM -- It's a far cry from the usual hustle and bustle, so typical of Jerusalem's Old City.The steps of the Damascus Gate have been cleared out. Gone are the fruit and sumac vendors. And inside the Old City: rows and rows of shops have shut down."This is the worst days we've ever seen in our lives. Even when the corona[virus] was here it was better than this," said Adnan Jaffa, who runs the Jaffar Sweets shop. "Because of the war ... the situation. In five minutes we're going to close because there is nothing to do."For those who know the Old City, it's an eerie place to be. Even the Church of the Holy Sepulchre -- where Christ is believed to have been buried and resurrected -- was empty on Sunday but for a handful of worshippers. It felt like we were being given a private tour of one of the world's holiest and most visited sites.Ehab Barakat, who was cycling through the deserted Old City, was one of the few customers out there on the city's streets.Asked about the increasing tensions, he said: "We hope it will be quiet."He added, "This is the time to be united. Jerusalem is said to be the most heavily policed city in the country, and that will likely remain the case as the war in the south rages on.Checkpoints have been set up across East Jerusalem. And videos are spreading online appearing to show the harassment of Palestinians at the hands of the police. Cars are being stopped and searched. There are videos of apparent police beatings. In sporadic, individual incidents where locals have clashed with police, the response appears to have been brute force.Already at least 50 Palestinians have been killed in East Jerusalem and the West Bank since the war broke out -- that's more than the highest ever monthly total since the UN began keeping records in 2005.。    联动抢修保安全                    更换电压互感器  王斐 摄                    　　李娇 本报记者 吴连学          　　6月20日18时，在国网供电公司220千伏团山子变电站，随着最后一项操作任务完成，该变电站新更换的220千伏II母线电压互感器顺利投入运行。至此，220千伏团山子变电站恢复全方式运行状态。         　　6月17日17时23分，220千伏团山子变电站监控人员发现220千伏II母线电压所带线路保护断线告警，B相母线电压异常，经测量发现220千伏II母线电压互感器B相均无电压。运维人员邢亮立即将此情况向电力调度控制中心、运维检修部等上级相关部门汇报，同时立即组织运维人员开展现场设备检查。         　　接到异常信息汇报后，国网供电公司立即组织相关专业成立党员突击队，开展设备异常情况诊断分析工作。18时30分，确认异常设备为220千伏II母线B相电压互感器本体存在异常隐患，随后申请设备停电开展设备诊断试验工作。

B | 直到6月18日凌晨2时，现场人员经过设备外观检查、全面试验，并结合设备厂家和省公司方面的专业意见，最终判断设备内部存在放电故障，不具备投运条件，需要及时进行更换处理。         　　220千伏团山子变电站主要担负着市区和周边工业企业输送电力任务，该变电站II母线B相电压互感器发生故障，直接影响站内保护设备的动作可靠性和计量装置的准确性。由于抢修需对220千伏团山子变电站II母线停电，该站I母线单独承担供电任务，若I母线跳闸将造成诸多重要用户全停，引发五级电网事件，所以这次抢修时间紧、涉及专业多、电网风险高。

C |          　　为确保电网安全可靠运行以及重要客户和滨城百姓可靠供电，国网供电公司根据现场实际情况，迅速启动应急响应，积极沟通省公司专业部门和兄弟单位，协调备品设备并同步制定处理方案。与此同时，该公司变电检修工区、变电运行工区、二次检修工区、计量中心等多专业协调配合、迅速响应，于6月19日至20日期间进行为期两天的抢修作业，更换220千伏Ⅱ母线B相电压互感器，并按设备异常抢修方案要求开展各项试验和操作。         　　连日来，地区持续高温酷热。在连续两天的抢修作业现场，国网供电公司参与抢修各专业党员定战高温，挥汗如雨，干劲十足。他们有条不紊地指挥吊车和斗臂车，迅速拆装电压互感器，一丝不苟进行接线、紧固螺栓、设备调试试验等一项项作业内容。         　　“螺栓一定要紧固好，线夹要压紧，防止接触电阻过大，导致接点过热。”“保护绳要系好系紧，在斗臂车上面干活儿时刻不能放松，一定要注意安全。”在现场，变电检修专业经验丰富的郭玉琢老师傅反复叮嘱着检修人员。         　　据国网供电公司运维检修部专工朱兴鹏介绍，此次作业该公司共出动4个专业60人次，斗臂车、吊车大型车辆2辆，期间运行人员特巡值守16人次，开展设备特巡9次，更换电压互感器1组。         　　6月20日18时4分，随着新更换的电压互感器成功送电投入运行，此次抢修任务圆满完成，220千伏团山子变电站恢复全方式运行。         　　在此次抢修作业中，国网供电公司各专业、各部门高效协调，积极配合，在最短时间内完成故障抢修投运任务，真正彰显了“葫电铁军”的责任担当和奉献精神，为迎峰度夏期间电网安全可靠供电提供了强有力的保障。
